Emergency Housing Placement

Same-day safe shelter for individuals and families in a housing emergency

When a housing crisis hits — eviction, unsafe conditions, fleeing violence, discharge with nowhere to go — Threshold Housing works same-day to find you safe, short-term shelter through our partner network across HRM. We maintain relationships with emergency shelter providers, motels, and private boarding houses so that we can place people quickly even when city-run shelters are at capacity.

Our emergency housing workers will stay with your case during placement, confirm safety, and begin planning next steps for transitional or permanent housing within 72 hours of placement.

Transitional Housing Program

Furnished units with case management support for 3–12 months

Our transitional housing portfolio consists of 24 furnished units spread across four properties in Halifax and Dartmouth — on Gottingen Street, Alderney Drive, Windmill Road, and Robie Street. Units are fully furnished, all-inclusive, and designed for households transitioning from emergency shelter, hospitalization, or unsafe situations toward stable, permanent housing.

Each resident is assigned a dedicated case manager who meets with them weekly, helps them navigate income support, healthcare, and employment, and works toward a permanent housing plan. Stays typically last 3–6 months, with extensions up to 12 months available based on individual need.

Rent Bank & Utility Assistance

Emergency funds to prevent eviction or utility disconnection

Our rent bank provides one-time or bridge funding for households facing an imminent eviction or utility disconnection due to a temporary financial hardship. Funds are paid directly to the landlord or utility provider — never routed through the applicant — and eligibility is assessed within 48 business hours of receiving a complete application.

This program has kept more than 1,200 households in their homes since 2009. We believe keeping people housed is almost always less costly — financially and humanly — than any alternative. The rent bank is funded by provincial contributions, individual donors, and the United Way Halifax.

Eligibility Information

Our programs are designed to be as accessible as possible. Here is what you should know before reaching out.

Emergency Housing Placement

  • Any individual or family in HRM or surrounding communities
  • Currently unhoused or facing imminent loss of housing
  • No referral required — self-referral accepted
  • Must be age 16 or older (families with children of any age)
  • No income or citizenship requirement

Transitional Housing Program

  • Adults 18+ or emancipated youth
  • Exiting emergency shelter, hospital, or unsafe housing
  • Assessed as able to live independently with support
  • Income must be below 60% of HRM Area Median Income
  • Must engage with a case manager at least weekly

Rent Bank & Utility Assistance

  • Renting in Halifax Regional Municipality
  • Facing eviction or utility disconnection notice
  • Hardship is temporary and non-recurring
  • Household income below 80% of Area Median Income
  • No previous rent bank use in the past 24 months

A housing worker will spend 20–30 minutes learning about your situation — your housing status, immediate needs, and any risks. No judgment, no lengthy paperwork.

We identify the right program for your situation. For emergency placements, we begin reaching out to partners immediately. Rent bank decisions are made within 48 hours.

Ongoing Support

Once housed or stabilized, we follow up for at least 12 months to make sure your housing remains secure — and to connect you with any additional resources you need.

Frequently Asked Questions

No. All of our services are self-referral. You can call us directly, walk in, or email without anyone else's permission or involvement. We do accept referrals from social workers, hospitals, and housing programs, but they are never required.
Yes, completely. Emergency housing, transitional housing, rent bank, and housing navigation are all free. We are a registered charity funded by the Province of Nova Scotia, federal programs, and individual and corporate donors. You will never be charged for any service.
We understand that pets are family, and we work hard to find pet-friendly placements for clients with animals. For our transitional housing units, two of our four properties are pet-friendly. For emergency placements, availability depends on our partner network at the time, but we always try.
Immigration status is not a barrier to accessing our emergency housing or housing navigation services. For the rent bank, some government funding streams have residency requirements, but we will work with you to find applicable funding regardless of status. We do not share information with immigration authorities.
Our transitional housing units are in high demand. When a unit is available and your application is matched, move-in typically happens within a week. We maintain a waitlist, and placement time varies from a few days to a few months depending on current availability. We will always discuss emergency options in the meantime.
Households that have used the rent bank are eligible to apply again after 24 months. If you have used it within 24 months but are in crisis, please still contact us — we may be able to connect you to other emergency funding sources including the provincial Emergency Assistance Program or United Way community funds.
